The band it belongs to
Boost with Fortify exists on Low (35-43) and Critical. It is not a combination for a sound roof, and it is not offered in the Replace band, where the only row is the bridge.
So the first question is the score, not the product. If the roof still has a surface worth sealing, the combination is on the table.
What the two coats do
Boost is the hydrophobic siloxane coat: it makes the surface shed water rather than hold it. Fortify brings the UV shield over it.
Applied together, the pair carries full coverage across the whole term rather than the declining cover of Boost on its own, and the value per square foot rises from $1.10 to $1.50.
When Boost alone is the honest answer
Below 21 the only coverage in the table is the bridge: 3 years, fully prorated, at $1.10 per square foot. There is no two-coat row in that band, because there is not enough surface left for a longer term to stand on.
And if the roof is leaking or has soft spots, neither combination applies until the repair is done.
How it is quoted
The estimate names the row, the term, the coverage type and the value per square foot. Where both Boost alone and Boost with Fortify are available in your band, both appear with their own numbers.
That way the comparison is about your roof rather than about a range.
What the combination does not fix
It does not repair the shingle. If the roof is leaking, the leak comes first; if the edges are lifting and letting water behind the course below, that is a repair. The combination protects a surface, it does not rebuild one.
Nor does it move a roof out of its band: a Critical roof that takes Boost with Fortify is still a Critical roof, with ten years of full cover rather than a longer term it never earned.
What the two coats are doing
The order matters: the hydrophobic coat goes on first and the UV shield over it. That way the water behaviour and the sun protection are both being handled by the layer built for each job.
Neither coat is a repair and neither adds a second roof over the shingles, which is why the roof keeps its profile and its colour.
