What the three steps actually are
The first step is a free inspection. That is where the question is answered: whether the problem is a failure of the treated surface, and whether a re-treatment is the right response.
The second step is a free re-treatment where the inspection supports one. That is work as well as material, which is the part people usually mean when they ask about labour.
The third step is a roofing material allowance if the re-treatment does not resolve the problem. That step is named as a materials amount rather than a labour amount.
Why the distinction matters
A materials allowance and a labour allowance are different promises, and it is worth knowing which one a warranty makes before comparing two quotes. Here the inspection and the re-treatment are the parts that involve someone on the roof, and they are stated as free.
The allowance step is stated in materials terms. That is what the published summary says, and we do not embellish it into a broader promise.
What is free, and what is materials only
Free: the assessment, the estimate, the inspection that opens a claim, and the re-treatment of the affected area where the inspection supports one.
Materials only: the allowance at the third step. It is capped at the shingle manufacturer’s list price for the material and does not include fitting it, which is the line the terms draw.
What you never pay for
The assessment. The written estimate. The inspection step of a claim. Those three are free, and they are the three where an unclear answer usually hides a charge.
The re-treatment in step two is also stated as free where the inspection supports one.
A fair way to compare two quotes
Ask what happens at a claim, in order, and who pays for each step. A quote with a long term and an unclear remedy is harder to use than a shorter term with a stated process.
The steps, summarised
Free inspection, free re-treatment where it is supported, then a roofing material allowance. Those three steps are what the published terms describe, and they are the same on every row of the table.
